Odisha Tourism has identified 44 properties under the ownership of Odisha Tourism Development Corporation (OTDC) to be leased out to private investors with experience in the field, as part of their tourism infrastructure development programme. These properties are in addition to the 33 properties that the state tourism had leased out to private businesses last year. The 44 properties identified include Tourist Complexes, Wayside Amenities, Tourist Accommodation Units, etc., spread across 24 different projects. While 30 of these properties will be leased out in packages, comprising more than one property in it, the rest will be leased out as individual properties.

As per the Public-Private Partnership (PPP) model, the state tourism intends to upgrade the destinations by unlocking the commercial value of their properties. The Tourist Complexes that the state identified for PPP model upgradation include Thuamula, Belghar, Phulbani, Deuljhari, Pathrajpur, and Sonepur, while the Wayside Amenities include Bhadrak, Gokarnika, Mahavinayak, Chari Chhak, Bisama Katak, and Banarpala. It is mandatory for those who bid for the Paralekhamudi property to have an experience in managing heritage hotels.
